They may keep dragging this out since it allows them to exert control over the masses. Or at least until they find the next narrative to ride.

If previous pandemics are any indication, then there maybe another wave or two before this is over. Infections are on the rise and with that people who suffer from severe disease will rise as well. It's a strong possibility that life as we all knew it will not be coming back anytime soon.
Positive test results are on the rise. Not the same as active cases. There are a finite number of people that are susceptible to this virus, there will not be a 2nd wave.
This chart shows the difference in number of deaths from all causes in the USA between 2019 and 2020 through mid-June.
There was a sharp rise, then a peak in week 15 (mid-April), then a fall-off. The trend is obvious.
