And the Leftist Mayors are doing everything they can to ensure that the violence continues, and grows.

I have to disagree. They are not the helpless victims of their situation and they have done a lot of this to themselves. Until they learn to work to improve their own situation and stop regarding themselves as victims of a system nothing will change. Your points pretty much agree that there is systemic racism, if we buy that their situation is caused by these policies aimed at destroying the black community, but let me offer a differing view:
With Welfare programs that required the father to leave the house
Isn't the real reason that they would not qualify for welfare if there was an able bodied man in the house who refused to work and support his children, and so they lazily took the path of least resistance and split up - at least officially - so that welfare mom could rake in those sweet benefits? This may have been the effect of the policies, but they are not blameless in this and I am not even sure that was the intent.
Through under-funded schools in black neighborhoods.
The under funding is due to a lack of a viable tax base. More affluent school districts have better schools because there are people who pay taxes. Can't pay taxes when you are on welfare. Also, bad students and violence scare away decent teachers. They do this to themselves.
By promoting Music that celebrates violence and immorality.
They not only consume this shit, but 4 a large percentage of young black men, their only ambition is to be "an aspiring rapper" and since it doesnt pay, they often supplement their income with petty drug dealing. Google "aspiring rapper" obituaries to see the results.
While it is true that the music industry has embraced this shitty music because they see there is money to be made, if you look at the history of rap it was most definitely organically produced in their communities and is an expression of their culture. The first rappers were far from commercial, enjoying ghetto success on street corners. The Biggie Small's bio is illustrative of this, how he honed his skills on a street corner even while he sold drugs, and enjoyed local success long before anyone showed commercial interest in him.
My point is that blacks and non blacks need to stop making excuses for the inevitable sub standard results of a culture which actively disparages and discourages education and hard work. Otherwise we fall into the same systemic racism trap and the only "fix" will be more money and more affirmative action, which fixes nothing and only breeds more dependency.
Dude you sound like a lefty. Every man, woman and child is of free will. They make choices everyday whether to get out, stay or get deeper into crime. While these programs help them to get there, they are still making the decision to do a drive by, drop out of school, not pay attention and just be thugs. When we stop pandering to them and "helping" them only then will they wake up and take life by the reigns.
