ADA violation I think. You don't have to wear the mask if you have a disability. It is illegal under ADA to discriminate against the disabled, or even ask what the disability is. You can threaten a nice $70,000 lawsuit here should you be bothered.

HIPAA deals with the medical provider's handling of records.

So as someone whose father was in a wheelchair since I was a wee lad I read up on ADA. It's not illegal to ask. It is illegal to refuse service or reasonable accomodations if the person declines to give you the info you asked for. Basically you can ask but if they refuse you can't do shite.
