In the world of Starship Troopers, humanity was in a similar situation. Communist man-children formed gangs and were destroying cities around the world. It took a combination of the military and veterans to stop them and completely reform the system. Finally they stripped away the right to vote from non-citizens and enshrined, service guarantees citizenship. Serve your country and you can vote on it's destiny, makes perfect sense to me.
