Well you can unwrap it at key times, at unexpected locations, for short periods, and have a tough time being caught.

That would involve two unnecessary risks though: Making a call on a surveilled phone and requiring her to travel around chancing someone will see her. It would be far less risky to have an associate buy her a stack of burners and use a code with known social media accounts to communicate phone numbers.

That is, unless she's using some high-tech, super-secret sat phone given to her by your deep state types that cannot be easily replaced.

Look up Faraday cages, that's the concept as signals can't penetrate it.

Technically signals can penetrate faraday cages, it depends on the construction of the cage.

Sure you also could put it on airplane mode, take out the battery, lock it in a safe/cage and have ultimate security. But for a makeshift device, aluminum foil isn't a bad option as it's cheap and quite effective.
