Lived downtown for 10+ years. Whacked out homeless people on the ground, sleeping or otherwise, is beyond common. You see multiples in a day. These "medics" are just stalling. You can be sure there had already been multiple orders to clear the area for safety reasons. But LARPers gon' LARP! Homeland Security and US Marshals have been guarding the federal courthouse in Portland from rioters. The building has been repeatedly vandalized in recent weeks. Because they're federal agents, they don't answer to the mayor or DA of Portland.
