Last time I rented a U-Haul a few years ago the process was unbelievable. Getting a passport or something is easier. I even had to call up a friend, put him on speaker phone and have him agree to accept responsibility if the truck was not brought back and they had to take all his info too.
About 18 months ago I fled Las Vegas at the same time people were fleeing California. The Budget Rental guy said they were practically giving away one way 4 day rentals from Vegas to Los Angeles area, under $100, bit the opposite one way trip was was closer to $1500.
Same thing happening in California.
