Eh; as someone who served on a carrier (CVN-71) while she was in a shipyard (Newport News), I can say with 100% certainty that this was likely caused by a civilian contractor. They are the lowest bidders who have no respect for the ship; you can regularly find bottles of piss/shit tucked away in hidden places because the yardbirds can’t navigate the ship and find a head in time.
Thinking back, when we (CV41) were in port it was always chaos as the civilian crews swarmed all over the ship to make repairs. Welders started small fires all the time.
