this happened to me twice in oakland, and once in walnut creek. they are slimy bastards. i just registered my parents to vote and made sure they were set as republicans (as per their request).
Now verify all three online at least every 2 weeks until Nov, and screenshot the page status each time for each one.
Verify daily from mid October to Nov 3rd, same process.
If it changes online, correct it immediately and screenshot each step as you do so.
Parents will need to go with you if theirs for these next three.
If NO ballot received by 2 weeks prior take oldest online screenshot you have of registered and current one, go to Registrar of Voters office and demand they produce a normal paper ballot.
If WRONG on paper ballot received print out screenshots for prior to mailing date and current and march down to Registrar of Voters office with them.
If voting in person, print out status for 1 month, 2 weeks, and that morning out and take with to polling station.
Do not accept a Provisional ballot, only a normal one; demand they contact the Office to verify you are a registered voter, and be prepared to go yourself and to document the issues as you go.
Lifetime CA voter here- learned a great deal in 2016 about that slimy cheating from volunteers and employees and officials. This knowledge and process and rights need to be widely shared to Rs just like it was to us independent and D voters then.
