I had to get an apartment complex to replace a leaking air conditioning unit. The manager told me they would do the bare minimum to keep the unit working till the lease expired, so suck it up. I quoted federal law and EPA regulations to them. Basically it says that if they knowingly refill a leaking system it's a $10,000 fine paid to the person who files the complaint.
I didn't lie, I just left out the part about the minimum tonnage of the unit and the amount it could leak annually.
