Why not use lawfare on these assholes? You'll cost them some money and time. Even if you lose, it's a win. Want to harass me? Great! I'll at least cost you some money and time, and let's say the douchebag here doesn't show up. You win a summary judgement, then file a writ of execution to have a constable show up at his house to start taking stuff to auction off to satisfy the judgement.
One of my neighbors had to do that, a dispute over a fence. The two neighbors verbally agreed to share the cost of a new, shared fence. When it came time to pay up, the douchebag neighbor refused to pay so my neighbor took him to court. The other neighbor had a lawyer he had to pay and STILL lost. Even after losing, he didn't pay until the constable showed up. Guy wanted to write a check to settle it, but from what I heard, the constable made the guy get in his car, the constable followed him to the gas station so he could buy a money order. Delicious.
