If enough people did this they'd have to either shut down entirely, or stop being gay. Either way is a win for us. The cops would get so annoyed with Karens calling them that they'd just stop responding or would tell the store that 911 is only for real emergencies and to stop tying up operators and limited resources with nonsense. And since the store people can't physically touch you they'd pretty much have to just tolerate it.
