The cop did the right thing, he kept coming and you shoot to stop. Cops aren't trained to shoot in the legs, they're trained to shoot the center of mass and they're trained to shoot until the threat is stopped.
I've been saying from the get go that the average American's ignorance on just how dangerous some of these criminals are is a big reason why they are anti-police.
My local city has a petition going around (it is failing quite badly with less then 100 signers in a city of 50k) for a civilian board to review and make a report and recommendation on any complaints or any use of force incidents. Basically you would submit a letter saying you are interested and they pick X number of people who likely have no law enforcement training or experience and let them decide if the police made the right choice.
