If you have 100 precincts, each submitting 'their vote' - they each know what's supposed to be on the "My Precinct" line-item count. This means you need a lot more cheaters to cheat big.
If you can get them into a 'central processing', you have room for shenanigans in all directions.
The core issue about "Mail in vote fraud" is it shrinks the size and number of felonies. Like you're saying, it isn't the individual vote diddling that is the primary concern. Think about how to subvert the entire thing. "Dear Grandpa, pretend you were given an order to screw up voting, find me the weak links?"
And, as an added bonus, most of the steps aren't even illegal.

Washington State also has routes for both "Voting with postmarks" ... "Must be postmarked by election day!" and also "Voting without postmark" ... they're just separate bins.
The US Post Office, which does not have election observers in it "Sorts" ballots into bins. It also does the postmarking.
My personal plan is to:
Sort into "Probably Republican" bins, and "Probably Democrat" bins. The computer tools for sorting based on the precincts/names ... that's what the Post Office is . There's no crime to charge in this step. And the code can be right on the official ballot. Instead of just saying "Precinct 101" you say "Precinct 101 R" or whatever.
"Oops, I didn't postmark this bin, and it's time to clock out. Well, that's fine. Rules are rules and I'm going home. I'll do it tomorrow." ((Entire bin of 'probably Republican' gets postmarked a day late)). Or just forgotten in a corner. Or whatever.

Who do you charge with "forgetting a bin" ... isn't that pretty much a technicality? The entire set of laws are pretty much designed to have overlapping loopholes here in Washington.
Until the ballot is sitting on the "Official Counting Table" with the "Observers from two parties" and all the oversight ... they only wrote that into a sliver of the entire process.
That's also the point of the fake polls showing Biden with a ridiculous lead. They know we're not going to believe it. The target audience is the same style of useful idiots that still believe the Supreme Court stole the 2000 election from Gore. Just like they cried "threat to our democracy" while refusing to accept the results of the election, they're going to be crying "voter fraud" louder than anyone after spending years claiming it was impossible.
I’m moving in August but the state of Michigan already mailed me my absentee ballot request. So what, besides me being a law abiding citizen, would stop me from sending that in then also going to vote in my new district?? I’ve never voted absentee and never will if I can help it. I get my neighbors mail all the time. There is no way I’d trust mail in voting.
It's a good time for cities to burn down, as nobody is going to want to live in them anymore anyway with the scary diseases that we suddenly worry about.
