I personally think this is huge. This is another tool that Trump can use to leverage higher education. Fulbright and, while it wasn't specifically mentioned, other study abroad programs are big business in China. Almost every school has a path to apply to these programs and be paired with a Chinese host family as well as vice versa for Chinese students to American hosts.
