Yeah it was asking if I agree with the dissenting opinion or whatever, which I assumed was Navarro's article. They worded it as a negative/positive/negative so it could mean anything. This is what they're doing in a lot of ballots now too. "vote yes if you want no" kind of shit that confuses people.
