Exactly this. It would be a really bad move to fire Fauci before the election. Once Trump has his second term secured then he can clean house and declare COVID is over. Like it or not, this battle is about public perception and with the media and its overwhelming number of lies about coronavirus, now (4 months before the election) is not the time to radically shake things up.
