Only reason I could assume for why he's got no plate in his carrier is that felons aren't allowed to have body armor.

Anyone know this guy's history?

We seem to remember this guy from somewhere. So did some readers: That “census cowboy” was riding around at the downtown riots May 30th screaming “fuck 12” at State and Wacker.

The CPD database has him listed as a p-stone with a record of UUW, UUW by Felon, Domestic Battery, Trespass, assorted drug charges, etc.

And a little digging reveals this video clip of him saying "fuck 12" and "fuck the police"
