What exactly is "doing what needs to be done"? The President can't literally order social media to do what he wants. We've already seen that the courts are eager to immediately block any executive action by Trump, so it's important to make sure the action is done legally. This means agencies need to draft new rules in compliance with the Administrative Procedure Act (APA), otherwise they will be overturned.
That said, Trump should have started this process years ago, because I'm afraid it's too late to really make much of a difference at this point, especially relating to the 2020 election.
