There's no way for the hackers to get that money out. If whoever has the key tries to move it out they'll be picked up within the hour , anywhere on earth.

That's not true at all. They can use tumbling services, or buy other crypto currencies.
The transaction out of Bitcoin is going to leave a trace no matter what they do in my opinion. Assuming it wasn't the deep state itself the gov knows who did this.
What are tumbling services ? Is it a Bitcoin laundry ? Because there's bound to be a vulnerable link in such a chain to state level actors.
