It's not that rare. Unfortunately there are many pedophiles and abusers in this world. Don't forget about the biological parents that beat their children.
You would think that if they're biological parents they'd be hardwired to never harm their children, but unfortunately that's not the world we live in.
At least 2.9 million child abuse cases a year in the US. The statistics get broader when you see how many are ignored and not counted because social workers have too many cases/ignore it.

I completely disagree with this. The evidence is clear. A non-biological parent in the home is one of the, if not the biggest predictor of child sexual abuse.
