I admittedly only speed-read and scanned the article's content, but appears it is not even addressing the ethical issue of Twitter being able to squash trends that they deem "problematic", it is merely discussing how attackers were able to gain control of them.
The very idea that the have a "Trends Blacklist" shows that they are a publisher and not a platform. The fact that they design it to be so prominent and easily and readily available would indicate that it gets its fair share of use.
I haven't seen a better argument for why Twitter needs to be looked at under section 230.
