I mean, "culture" doesn't mean something is universally true in a population. We do as a culture value "rigid time schedules", but lots of people are not very punctual. We value rationality, but that doesn't mean everyone is totally rational. It's more like a set of ideals we hold, and the list looks pretty spot on except a few silly points like "bland is best."
