Why hasn't the NYPD gone on strike yet? They have the power to make demands for themselves. They're responsible for the situation they are now in.

Well, my family members belong to both the NYPD PBA & SBA, depending on their rank.
The primary role of both is to help officers who get jammed up. They have an office full of attorneys for this purpose. I know one of those attorneys.
They also get involved in salary/benefit negotiations.
And not much else.
They have spoken out against Deblasio, particularly after police shootings.
