It is the sudden unexpected truth of the meme that hits you like a bursting water balloon that makes it effective. Some are polished, some are crude. Yes. The low effort memes often have that impact. I've spent literally 60 seconds creating what I thought was a throwaway meme to come back a few hours later and be like: wtf😊
