The President does not have any authority to overrule the governors on this. All he can do is limit federal funding, and per the Supreme court he can only do that in specific instances, i.e limit federal funding for highways if a state doesnt want to comply with the federal drinking age.
health officials who are unelected are making "orders." I'm honestly not going to waste my time arguing with a person who thinks limiting movement and commerce etc based on covering your face in the USA.... is Constitutional.
