China was declared a national security risk.. So essentially anyone with any interests in china (both directly and indirectly are now sanctioned). "Interest" in this case is so broadly defined anyone who deals with china at all is targeted. Which is great.

Combine "China poses a National Security risk" with "We have mounting evidence that China has been infiltrating our electoral process" and we now have an understandable reason for Trump to declare a National Emergency to
(1) Mandate Voter ID
(2) void any Mail-in-ballot/ballot harvesting measures
(3) secure voting places with members of the National Guard, buttressed by ICE Agents at particularly troublesome border and inner-city poll locations
(4) make poll staff employees of the US DOJ's civil rights division for the day of polling and declare all polling places to therefore be temporary US DOJ offices of Civil rights, to oversee and assure a fair election process.
(5) Have National Guard over see transport and custody of ballots to a secured facility where they may be counted under live cameras.
