Police said Jones kept “laughing and filming” Coner for nearly 10 minutes as he urged others not to call for help. Coner eventually was taken to a hospital with a serious spinal injury, police said.

Yes...it was not even the laughing it was waiting and urging people not to call for help. It would likely not have saved him - but that’s the actual crime.
Was going to say he shouldn’t be charged even though his a dick head. But waiting for 10mins laughing and telling other people not to call an ambulance warrants charges.
