A reminder: I created and presented a disease tracking and prediction software system to Obama's CDC in 2011. It was the world's best at the time (might still be). The CDC, which was taken over by the head of the health department of NYC, told me they were not interested - their current directive was to increase mentions in the press.
They were more focused on getting publicity than tracking and warning about disease. The result is where we are now.
Wikipedia says they get $11 billion/year (from US taxpayers) - and they give away 85% of it in grants to other health organizations. That is interesting.

We'll definitely have to wait for the hard data, but I'm inclined to believe the inflated numbers aspect given what we've witnessed in various states so far. In Virginia they even admitted to counting each person's test as a completely separate test despite it just being another test for the same person.
The number of positive tests in a state is not equal to the number of cases, as one person may be tested more than once.

I know a number of states, CA, TX, FL(?)..., do not report patients tested, but "specimens" tested and that just seems to be just the right tool to officially artificially inflate the numbers, if that makes sense.

It does make sense, and seems rather shady "cherry picking" to lead the viewer to a conclusion about the data presented.
