The CDC, which was taken over by the head of the health department of NYC, told me they were not interested - their current directive was to increase mentions in the press.
They were more focused on getting publicity than tracking and warning about disease. The result is where we are now.
Wikipedia says they get $11 billion/year (from US taxpayers) - and they give away 85% of it in grants to other health organizations. That is interesting.
