The CDC even says on their site "about the data":

The number of positive tests in a state is not equal to the number of cases, as one person may be tested more than once. CDC Data

I know a number of states, CA, TX, FL(?)..., do not report patients tested, but "specimens" tested and that just seems to be just the right tool to officially artificially inflate the numbers, if that makes sense.

It does make sense, and seems rather shady "cherry picking" to lead the viewer to a conclusion about the data presented.
