The number of positive tests in a state is not equal to the number of cases, as one person may be tested more than once.

I know a number of states, CA, TX, FL(?)..., do not report patients tested, but "specimens" tested and that just seems to be just the right tool to officially artificially inflate the numbers, if that makes sense.
What sources specifically? Im not down with anonymous sources even when its something Im inclined to agree with.
