I went to Portland for a business trip back in 2014 for a week ... I was shocked at the amount of homeless beggars on the street, all white. 100s of ‘em everywhere.

It was shocking, and I was living in Manhattan at the time, so that says something

Yup. Immediately seeing all these young 20-somethings laying all over the sidewalks, I thought of drugs. There weren't wounded vets or handicapped ppl, they were young white men who were high off their ass on whatever.

Seemed like heroin to me. Perhaps some were mentally ill, maybe, but they were all high.

Yes and the new brand of weed. Alex Jones was talking about how he had a staff member go nuts over it. How he also heard Joe Rogan talking about how some of his friends have full blown schizophrenia after messing with it. Today's weed, he said is a whole new ballgame. That's why they want to legalize so we can all walk around like zombies.

Without getting into argument about what kinds of drugs they are using, Portland has a long standing problem with regular homeless and a sub culture known as street kids. Younger and less likely to have underlying mental health issues, they have substance abuse problems and survive through panhandling, petty crime, and prostitution.
The explosion in homeless and opiate addicted homeless on the West Coast has included Portland. Portland was bad before Seattle got bad.

Try 1989. Same deal. It was my first introduction to industrial homelessness (San Fran hadn’t really gotten scroungy at that point). The whole park at the north end or the riverfront was a homeless camp. It’s been downhill since then.:(
