The bail law is for the entire state. NYC enacted some specific use of force laws.

Bail was done in the state legislature after Dems got control of both chambers this past election.

No bail needed, anywhere. Everybody gets ORd? I imagine there must be some restriction on that, but only if you're deemed a flight risk or menace to society? Which of course would never pertain to a homeless rioter expected to wear a mask

They passed a very restrictive list of crimes that can be used to hold somebody in jail.

As 2 examples......a guy robbed banks 4 times I think it was....no jail.

Woman had 3 black on white/Jew attacks over a few days....they just let her go.

All was reported in the NY Post.

Now you're talking about 2 different things: being denied bail holds you in jail until your trial and sentencing if found guilty. If you're released on your own own recognizance (with or without bail) you're expected to come back for your trial.

It sounds like you're saying these cases had NO charges pressed? Not even expecting them to come back to Court for anything.

They had charges pressed. There is just a very restrictive type of crime that you can be jailed for in NY. They pushed far forward with getting rid of cash bail.
