The permit is to carry pistols and revolvers. Not a lawyer, but I see no reason why you can't finish the lower, cALL dESpP aNd GeT a SeRiAL nUmBeR, assemble the firearm, and keep it in your home until your permission slip is signed. Doesn't help you if you can't buy ammo, however.
