I would bet she probably hasn’t done her actual job for a couple years at minimum.

Her clerks research and write everything. She’s carted around in a wheel chair to be showcased at a few events a year (very few!) to show she hasn’t died, so her clerks can keep writing decisions for her, and using the fact she hasn’t quite decomposed yet as some sort of authorization stamp for their treasonous behavior.
