Some counties in LA are stating they will implement fines if you are caught without a cuck-mask... my question is this...

It seems that according to my research you are under no obligation to identify yourself to a Police Officer in California with the exception of being 100% under arrest and in the process of being booked at the station.

I'm relatively sure these mask dictates were never actually put into "law" and you can not (technically) be arrested for disobeying... so my question is this...

If a cop stops me (as a pedestrian) and attemlts to issue me a fine, can I simply refuse to identify myself?

I doubt it. That would mean police could never fine anyone for anything, and that seems unlikely.

You could possibly find yourself detained until they get your identity

It seems CA law even forbids that as (I may be wrong, still researching) detainment isn't a condition of providing ID. You have to be full under arrest and being booked.

If you are detained for even an infraction, you must produce ID. Otherwise if they can’t ID you then it’s off to jail for prints, then off to a judge if you don’t sign the cite.
