I can corroborate. Worked as a contractor with Homeland Security for 4 years . It's a caste system with Goivies on top doing obviously less work and Contractors well below them (culturally) yet held to a higher standard work output. Knew a guy who crossed over to the govee side.. He liked the job security for his family but deeply missed the feeling of accomplishment and the opportunity to excel in the free world (ouside Gov) for himself as he watched his friends rise in business. He traded his soul for that sweet retirement and healthcare package . . . and unfortunately for that very real socialist kind of malaise "No Exit" kind of vibe defined by a loss of meaning, risk, and accomplishment; and a contempt and disdain for most of his fellow Govies. There's less incentive for the government to hire ambitious, hard-working employees than for public companies, because companies have to compete in the market. So the government looks for a different type of employee than a public company would.
