I agree. He alluded to that during the campaign, that it should be a states rights issue. He can't just EO an end to federal pot laws, though, that has to come from Congress. What he can do, though, is order pot to be either rescheduled, or descheduled by the DEA. He could EO that today. He could also very publicly announce he's ready to sign a bipartisan bill to end the federal prohibition on domestically produced pot.
Put the ball out there, and then let Dems who say they want legalization be forced to vote against it, to keep Orange Man from having the win. Dems don't want to solve the problem, they want to RUN on solving the problem.
Cannabis is nowhere near a top priority for the voting base. It's easy enough to find weed in states where its not legal. Places where it is legal, jobs still test for it. So if you're partaking it's less of an issue of where you live than what job you have. Biden won't change that fact.
Then why doesn't the media say, "For the first time we have a major Presidential candidate support legalized weed." Its because they want to bury that fact.
It's the usual Democrat two-step: loudly proclaim you are for X, while quietly signalling to your base that you support Y.
