There's secondary data that can be used other than the census itself. I believe there's at least one other survey that does ask a citizenship question of some kind. There's a technical difference from the census itself and actual apportionment.
There are other surveys issued and other datasets that can be cross referenced I assume. Also, just because Trump issues the order doesn't mean he expects it to work. It's also useful just to expose those who want illegals to have political representation. In other words, Trump may be seeding the next political discussion.

And because they are here illegally, they also shouldn't be counted when determining population for drawing legislative districts.
It's even worse than that... illegals counted in the census in California give the state (something like) 7 additional electoral votes.
By counting these non-citizens California essentially disenfranchises the votes of an entire state, for example, Utah only has 6 electoral votes.
