You've never heard of "paying attention"? Some people focus on the task at hand, ask questions, take notes, and study on their own time while others daydream through the lesson, don't ask questions if they don't understand something, and don't give it a second thought after the lesson is over.
The driving lessons mean actually driving. You can't not pay attention or daydream because you would collide with something. You can't take notes because you are driving. Anyone who would not pay attention would not even finish the lessons. People have the same lessons in the same school with the same instructor having to give them the same attention and yet the results are wildly different.
No they don't. Driving accidents happen extremely rarely per kilometer driven, and even more rarely while people are taking lessons. You are talking nonsense.
No there isn't. There is nothing you can do while taking a lesson other than taking it. One person can't take the same lesson harder than another.

And people do all the time. QED
