Terminal velocity varies with shape/density. An extremely dense and aerodynamic shape has a much higher terminal velocity than something that isn't designed for this purpose.
And kinetic energy is determined by mass, so it's not like there is a hard limit. More mass = more energy. More speed also = more energy.
I might agree that the cost to put such dense "rods" into space might be more expensive than it's worth compared to other mass destruction options, but the idea itself is scientifically sound.
If you want higher terminal velocity, you will design the object to be more aerodynamic which will in turn just dig far into the ground. There is no mechanism to disperse the energy. You will just drill a deep hole into the ground. There is nothing dense enough on the order of a few telephone pole sizes that would do a thing either. I work in an industry where we institute TFR's all the time. This is requested at the local level and granted at the federal level. It isn't hard to get by any means. I'd imagine in an area where commercial flight traffic is higher it would be more difficult, but typically the parameters of the TFR would be built to accommodate that. This one is only up to 1,000 ft. so it would seem to be for low level drone flight and Mmmmmmaaaayyyybbbee helicopters. Whenever we request for helicopters we usually request up to 5,000 AGL and definitely more than a 1 mile radius.
(All that is to say this is probably for a small drone and is a big nothing burger)

Apparently Portland police have been doing airplane surveillance on the protests and they've received flak for it. They may be switching to drones as it's less visible and probably better in all honesty.

Yeah a TFR does a couple things for security reasons in my mind-- It provides security for the requester's aerial assets that are operating within the TFR (in flight collision prevention) and airspace denial for looky Lou's/bad actors who may be looking to utilize a drone as a strategic surveillance resource. What surprised me when watching the vid is how quickly and peacefully the 'protestor' put their hands up and completely willingly (not even pushed or pulled) walked into the unmarked van. No guns drawn. Antifa just automatically complies when they see an unmarked van with unarmed camo people come out?

I've said this before, but I used to be a leftist organizer for the DSA. Since the early 2000s the far left revolutionary groups have moved out of San Francisco and into Portland and Seattle. I guarantee the feds are now tracking the leaders of those cells because those two cities were literally the training grounds for other cells even back in 2012. A lot of these leftist leaders are known, but they keep their hands clean by instructing a subordinate to instruct another subordinate to organize some event.

I have a lefty activist past as well, and can 100% confirm. There is still a sizable SF presence across the bay in Oakland, but a lot have transferred up to the Pacific Northwest, and there is also a lot of traffic between Oakland and Seattle, and especially Portland. Also, a lot of the groups that are in Oakland are less full-on militant politically; they tend to be more squatters, community garden or infoshop types, affiliation groups, etc - in other words, the ones who provide backup, not the ones who start the shit.
Somehow, I expected Oakland to be a riot center, partly because there are way more black people there than Portland, but looking back, of course it was Portland. Because this really doesn't have anything to do with black lives, and is just an orchestrated and manipulated color revolution to create civil unrest and pull anger and disaffection into support for the Dem party establishment.
