32 people all lined up with a can of paint each - 2 people per letter... could get the job done VERY quick.

Yes. Put a pan on each side of the letter. 2 people just go up and down, refilling their rollers with the pans at each end. Can be done in 10 mins

These new paints are too easy for city crews to powerwash off because it's still wet on top of the already dried paint.

As much as it makes a dramatic statement to paint over it, people would be better off attacking the yellow BLM letter with paint thinner or stripper so that they gets ruined. Then it's not something the average city worker can just easily fix.

Paint chemist here! Traffic paint dries hella fast (5ish mins or less to be at least partially dry) and is super hard to get off asphalt. Dryfall ceiling paint dries instantly, it’s used for painting ceilings so it doesn’t drip on the floor. They make it in black too.
