Lockdowns would have been mandated at the federal level. A masking order would now be signed into law, which would have granted the full right of the government to mandate ANY medical procedure, anywhere, any time.
Contact tracing would be mandatory, and part of the US census.

He is threatening to set back their work to zero. There is no way that losing 250 years of work was acceptable to the elite. Their choices were either reset to zero or make the final move now.
