Well, we as in Western Civilization and "white people" maybe. It originated and spread in places of sufficient prosperity, urbanization and technological advancement. We were the first to make the breakthrough, so obviously we were the first to create Socialism as a side-effect.

I wouldn't say "blame" is the correct phrase for that. It just happens, just as Nuclear Fission generates radioactive waste. We just have to figure out the best way to dispose of the trash - once and for all.
