....the DOJ started hiring these officers away from their local PDs? The DOJ could say they will match their pension contributions and benefits etc...The DOJ could make it a temporary employment that local PDs have to allow, and could not retaliate against an officer that took the temporary employment by firing that officer. The local PD would have to hold that officer's position until they came back to work locally. BUT HERE IS THE BRILLIANT PART: The DOJ now has the invaluable asset that is these officers knowledge of this specific city/neighborhood problems. These cops will now have Federal Authority to make arrests of criminals THAT THEY KNOW ARE THE CAUSE OF THE PROBLEMS, but their hapless leaders won't allow them to arrest on a local level.

TLDR: Operation Legend needs to cherry pick all the tactical team cops in all the major cities to help with the operation. Tact teams are being disbanded and good cops, with intel, are being sent to do menial work. Use the local badasses as federal agents. Guarantee their jobs when the operation is over.
