The Circuit Attorney (updated per TruthyBrat comment below) is elected by the people of St. Louis City, not Missouri. She is facing a primary challenge on 8/4/2020. However, given how lenient she's been on crime and rioters, she's doing this to play to her electorate.

The test will be if city residents fear criminals she lets go or cops she demonizes.

"The Circuit Attorney is elected by its citizens as the prosecutor for state-level criminal cases in the City of St. Louis. Specialized units include Child Support, Community Affairs, Drug Court, Felony Trial, Victim Services, White Collar Crime and the Warrant Office."

She’s not the city attorney, that’s a different role, typically hired by the mayor and/or city council. The elected position of interest here is the District Attorney, who controls prosecutions for felony offenses.

PS: Missouri calls it a “Circuit Attorney”, not a DA, but the position is as I described above. The city attorney advises the mayor, city council, city manager, and city staff on legal issues related to city operations, and helps with writing legislation, writing and reviewing city contracts, etc.
