Republicans value their privacy more than Democrats and as such more of them refuse to be polled. Pollsters keep going until they get a certain number of respondents who don't refuse. Does it skew the polls? Absolutely. Is there a fix for it? Not really, unless they start specifically asking for Republicans after they have a certain number of Democrats, which can also skew things.
