Sign these papers saying you won't leave your house or we'll put on these monitors that will alert us if you leave your house.

Technically, they could. These rules about infectious diseases have been around for a while. Before the COVID epidemic, it was totally legal to deny someone the ability to leave against medical advice with active tuberculosis... which has a range of 4-8% mortality rate.
