Its long standing DOJ policy to not prosecute or indict someone if it will appear partisan during an election year. Barr is known for being a by the book dude. He will follow policy.
This is jow the swamp protects itself, elections are 2 and 4 years apart from eachother and legal proceedinga in washington dc always take at least that to get anywhere.
Because we don't live in a dictatorship - the president doesn't get to lock up people (even if they richly deserve it); the DOJ must prosecute and follow all normal laws and procedures.

Because DOJ policy is not to do anything political during an election year. They succeeded in stalling the game.
Are you saying this is a lost cause? We need to wait for Trump to be re-elected before anything can happen?

If a crime has been committed, punishment must follow.
Well, we now know that protesting a rioting work more than voting, so that's an option.
